The brief required the design of a highly secured building with a primary purpose of supporting its 'top secret' operations, housing sophisticated radar technology and other equipment to provide timely detection, control and intelligence support for the effective management of tactical air operations.

Eastroc is only the second facility of its kind in Australia. The entire building is classified as 'Secret' with the central core being 'Top Secret'. Security of information was of paramount concern. The consultant team working closely with T4 and Department of Defence to ensure that security requirements were met.

The building design is based on meeting the equipment and operational housing requirements, together with all support infrastructure including administration, training, workshop and maintenance facilities and staff amenities.

The two resulting buildings total approximately 7,000sqm and accommodate up to 250 personnel. Significant measures were taken to attenuate the building against noise intrusion, predominantly caused by FA18's taking off on the runway close by.

Construction techniques included block work and tilt-up concrete against lightweight elements such as glass, pre-finished compressed fibre cement sheet and aluminium.
